'Well im doing well with X so its not UP.' Now, are you doing well with X because your facing less experienced players so it makes it not OP? Are you doing poorly with X facing more experience so your claiming that X needs a buff? What determines whether something is OP or UP? Data? Feedback from users of X? Feedback from people who have been frequently killed by X? Stats? Are you doing well because X is OP? Or are you a decent player that can be given anything and wreck with it? What is the difference between OP and 'Doing well?' There doesn't seem to be a line between 'hes doing good because of X, X is OP crutch' and 'hes just a good player.' Breach AR wasn't totally UP, it was sub par now it's slightly too strong for having that ROF. BP was sub par, but they have buffed damage too much. Situational awareness also known as passive scan.

Pilot suits give a boost to speed, and handling Empress $layer.

Well, it was worse than normal AR, but i think that was correct, Gallente main variant is assault variant, i believe that every race main variant should be the more powerful of the class. EG. Gallente AR > Gallente other variants Amarr Scr (tac) > Amarr other variants Situational awareness also known as passive scan.
