If they scan you before you change suit at a depot, for example, from a heavy to a dampened scout, the message "you have been scanned" persists, but idk if you are actually visible or not.

I've played a couple of PC, it's not so fun imo. When you look the map overview it's like a neon party, the entire map is filled with blue and red equipments. The only good thing is organization.

As a scout you should appreciate it, at least if you scan before crossing the road, you'll know if there is a guy with a rail rifle that will shoot you from nowhere.
