If you put it on a commando you don't have a "S" and a "L" slot. On a commando you have two "L" slots. And damage mods work based on the weapon type you have fit, not the slot it's in.

I think you got confused about the scouts changes panda bear. Nothing is changing for the caldari scout precision or range bonuses. It just that the Amarr scout is now getting a precision bonus too, albeit limited to shorter range.
