Reactive plates (and to a lesser extent ferroscale plates) are designed for the scout role. If scouts want extra HP, they should be going for reactive plates. I think more fitting bonuses would be a good idea for all the different suits/roles. So...

I think the minmatar should get a shotgun, but not the caldari or amarr. They can get different specialist weapons. A shotgun for the minmatar kind of makes sense. Also, we can then have shield based (gallente) and armour based (minmatar) shotguns.
