Yes, a jetpack would fix this problem but it'd also cause a few others I'd think. I'm not thoroughly opposed to a jetpack idea, as long as it had proper constraints (height and/or cost limits).

It would be amazing if we had some sort of device to help us scale walls (none of that jetpack nonsense). Be it suction cups, grappling hook, whatever. Make it take a utility slot - as that's exactly what it would be - and give it some drawbacks...

@Sin3: How is a tank running out of ammo any different than a player running out of ammo? We've suggested ways to replenish ammo and it's not like you'll run out of ammo in 2 minutes (unless you're pressing R1-to-win like a bunch of noobs now days...
