The problem is LLAVs are garbage at what they do and too good an murder taxying. The EHP is fine with LLAVs, leave that alone.
Lower Collision damage for all vehicles by a smidge.
Add more mass for all vehicles for momentum purposed.

Caldari is only easy for PvE, Minnies are where it's at for PvE 50% of the time. Gal and Cal are favored for new stuff, but oddly Amarr alwasy get the facelifts first. I think CCP just hates everyone equally.
