The trick is to move the decimal over one place (50 -> 5.0). To do 20%, you just double that (50 -> 5.0 * 2 = 10), similarly, 5% is half of 10% (50 -> 5 / 2 = 2.5). Math lesson aside, it doesn't really effect the functionality of scouts ...
