Even the current weapons meant to be less effective against shields aren't this lopsided, that's pretty much the role of av grenades but with slightly different attributes that let it also be used against infantry

That being said I'd think a perfect balance would be to remove one round, remove either the aim turning effect or smoke but not both in exchange for high velocity and lower drop to allow them to not be useless in vertical combat
