Well I can't quite recall what my speeds were when my ISP throttled my connection a while ago, but it was damn near dial-up speeds. Simple pages would take a bit to load and most pages I went to took long enough I could get up and fix a cup of tea...

It's hit detection and happens with most weapons if not all. Hell, I got a headshot while using the CR a while ago even though I clearly seen the supposed "headshot" miss by a quarter inch on my screen.
