They're actually proto forges but with hardeners there's no real difference. Personally I shoot at armor hardened tanks to keep the shield down and deal a little bit of armor damage so there's less buffer between life & death as they run away...

Another way to balance it would be with heat build up. When it's set for the longer range with it's higher damage have it build up heat faster; and when it's set for lower range with lower damage have it build up heat slower.
