1st damage mod 100% effect 2nd is i think around 85~87% and the 3rd is like ~55% But my guess is with a proto railgun you could deal ~2500HP damage per shot. However you are driving in a glas cannon which could be 3 shoted by a soma and a militia ...

About pubstomping: -this game is part of eve. Those who have the big wallets rule the universe and not the bottom feeders. And with big wallets i mean ISK. ISk farmed from districts in PC. About ISK for "get to the choppa": -no i have principles....

You do know that 10% more ROF is quite a big boost? The faster the gun fires the more you get out of the bonus. Like the combat rifle going from 1200RPM to 1320RPM.
