+1. Change assaults to a running speed of 7.5 (Caldari and Gallente) and 7.2 for Amarr (don't know about minmatar...). Scouts should at least run at 8.2, and of course minmatar should run faster.

I'd max out my shields, armor, CPU, and PG, then spec into prof 4 shotguns with complex kin cats, shields, and caldari assault. Also I'd stay advanced Amarr Logistics.

I haven't put any skill into it, but I do use a dragonfly scout. It's a 483 EHP scout with a K5 and a toxin. It's great for flanking, and works good in close quarter maps where you can hide and pop out.
