Not to mention the amount of hours invested in comparison to the amount of ISK earned, and how quickly it gets spent buying items. We're talking money in the form manhours. Time is money. But I suppose that's part of the risk also?

I'm not sure how CCP has their skills system set up. It may likely depend on the speed of your internet connection. But it most definitely deals with Dust 514's core programming and probably cannot be changed.
