Every assault is going assault scout just for what? cloak? you can tank more on an assault and a cloak isn't even useful in offensive situations. Those low slots are meant for tactical use like scanning or kinetics not armor plates, your speed pen...

A unskilled scout is someone who's trying out cloak but they die too much or hate the HP so they tank more armor. These are scrubs and they're turning to scouts because their assault suit is terrible.
