They're called armor repair tools; found under the equipment category in the marketplace. If you dont have the sp, get the militia version which has the same performance as the basic armor repairer, but slightly higher fitting costs. Hope that helps!

My suggestion would be to reduce the base shield recharge delay by an additional .3s to 3.7s and shield depleted delay by 2 s to 8.0s for scout suits. Time is rather precious for this class.
