That about sums it up. The skill gives 5% bonus to armor hp for dropsuits and vehicles in the description. The bonus is only applying to dropsuits currently. My Surya is sad, while my heavy suit is stronger than I thought it was.

Do you mean the railgun (I think both it and the blaster are hybrids, the blaster has no splash damage)? It has splash damage, the problem is they don't do the listed amount of splash damage to infantry, it seems far less.
