The base price of an ADS is far more expensive than the base price of an HAV. HAV "spam" (seriously, htfu, I never see more than 3 on a team) isn't an issue. Hardeners yes, prices no.

I'm not entirely sure how to calculate it (if there is a way), but try looking at a more realistic scenario. And remember that increased RoF also means it's easier to waste ammo, so that commando's buddy will get you while you're reloading.
