You can buy BPOs from the playstation store. I highly reccomend them: anything permanent like BPOs or boosters (SP gained is permanent) is a good investment.

Active scanner. Cloaks don't lower your profile much anymore, so a good scanner should be able to pick them up unless they're stacking damps on top of that.
