Swarm Missiles should fly as fast (or nearly as fast) as Missile Turret Missiles. That way they cannot be easily outrun by LAV's, HAV's, and Dropships in short range, but can still be outmaneuvered in long range.

Simplest solution would be for CCP to change the resupply Sphere to a Cylinder that was 50-100 meters tall so that dropships could resupply while hovering over the resupply radius, but still requires them to be low enough to be engageable by Swarms.
