So what I think they should do is put in a timer on a conquered district before it can be attacked again similar to how POS, Player Owned Structures, work in EVE.

The markers on the mini map are the scanner in your suit tracking people, also if an ally has them scanned you can see them. As for having issues killing people it is probably they have a higher level suit, most of the suits look very similar so...
