It can't be too complicated a mechanic if people are able to do it in fairly rapid succession. I would imagine it has something to do with moving squad leaders around while also calling in an OB.

There is definitely a glitch surrounding orbitals. I played an ambush game where the opposing team, very unsubtey, called in 4 OBs back to back after earning only 2500 WPs. I personally have no idea how the glitch works, but I do know that it exists.
