Your proposed changes are terrible except for the plasma cannon. I agree all of these weapons should have a place on the battlefield however these changes make them OP. A mass driver should be able to suppress enemies it is not truly meant to 1v1...

I disagree. It is still a weapon. Mellee or not it should be effected by damage mods. I agree with the third low and moving mellee mods to low slots but to increase a weapon and an action with one mod is unfair.
