The true issue here is that the Impulse Effect happens EVEN when your SHIELD is being shot.... your shield is supposed to deflect the shots before they even hit your armor.... seeing as the shots are DEFLECTED BEFORE REACHING YOUR PHYSICAL BEING, ...
