This problem is caused by corp chat, if you see guys of the same corp in one squad they have voice activated on the corp channel. They probably do have headsets but use the voicechat in another channel I already suggested they automatically switch...

I have had this on multiple occasions and it cost me my life a couple of times. It seems to happen at random, but during the game my cross-hairs go away and the gun can't be used all of a sudden. I need to switch weapons to get it to work again....
