The scrambler rifle takes down armour equivalent to the scrambler pistol. It obviously is not as good as the blaster but it doesn't feel that once you have taken all the shields down that it suddenly becomes useless.

Seeing as this works for controller + keyboard combo, should somebody try using 2 controllers. I know that when 2 controllers are connected to the ps3 that they both control your character but if they both add to speed like the keyboard apparently...
