HMGs massacre people at close range. If a scout suit can strafe jump out of the way its not the end of the world. Increasing the optimal range is a more reasonable proposition.

framerate overall is better, but if you look at fast moving players far away through a sniper scope, they still seem to be teleporting. Strafe speed might be a bit high, but I can't tell if that's new with 1.2. The only thing that really annoys me...

at the very least, the active booster will stack additively, meaning we get 3.5 times the normal cap. What I expect is in fact that they stack multaplicatively, and with the active booster you'll get 4.5 times the normal cap.
