You can't do this by SP its a skill tree not a lvl based character. If someone spends his SP in one direction and the other all across the skill tree its not balanced.

Reduction of the CPU/PG bonus to the cloak!!!! A good weapon + lot of HP + cloak is to much. 2 of the 3 is ok.1 of the 3 is good. Reducing the CPU/PG bonus you let the player can decide which one he wants more.

The main problem with the scouts is the CPU/PG bonus to the cloak that allows them to get to much HP modules. They have equal HP to assaults.
