I have also noticed this. First spawn of the game seems to be spawning you randomly, even if one of your team mates have spawned and put drop uplink down. After that first random spawn, uplinks seem to be preforming just fine.

In EVE there isn't this kind of problem since all SP is gained through passively. edit: One case in EVE close enough for this is FW's LP(Loyalty point) farming. But I'm not familiar with that topic to discuss in any detail about it.
