Kind of funny district locking is still going on but it is. I won't say who but it's not hard to figure out when checking PC stats. Of course, there are a few that have plenty of ISK to burn due to past PC farming so I guess it's not that surprising.

As said after the Fanfest announcement, Legion has not yet been green lighted and may never happen. Therefore, essentially CCP killed DUST to make a PC port that may or may not actually ever make it to release.
