The best way to host this would be for the host to leave a very large sum of their own money with a trusted escrow service which would be payable to any victims of a scam. There is still the issue of alts winning, though. Raffles ain't no joke.

Also, advice? Don't make a character who can only use those two weapons. Holy hell did I get melted by combat rifles. Experiment is easily repeatable if anyone wants to challenge those findings.
