It was better in Chromo. Strange it got worse, just for the sake of being faster to deploy. And to me, it just got SLOWER to deploy. Strange, but expected.

Once Scanning is fixed, then Shields can have a actual penalty to their use, and so long as Armor gets a less catastrophic penalty, Shield and Armor can be Balanced.
