That's not how it works. You're adding things wrong and not accounting for stacking penalty. Commando skill applies first (as bonuses apply highest to lowest, unpenalized to penalized) and it only applies to laser weapons. The krins dama...

Its really situational, sometimes in FW i'll die a lot because I end up tying up at least three or four people fighting me. If I can make enemies overcommit to fighting me, they can end up undermanned in other areas.
