Skill is a factor. I kill people 90% of the time in the starter militia thing against type-II assault proto fags. However, I can't do it without other 'skilled' factors, weaponry 5, mechanics 5 etc. 3 points of damage don't mean anything, however ...

Hit detection on scouts is... off. I can spend about 50 bullets with my HMG and kill an assault, but it often takes me till my second overheat + a round of my SMG to kill a scout.
