Its good practice to reload between engagements. Best to have a full magazine for whatever you may encounter next. I use a mass driver and it sometimes takes an entire magazine to kill someone so i also reload whenever i get a chance.

I don't think we should be seeing the same terrain at all, lest we are fighting on the same district on the same planet every time. I wish it was more procedural, but i realize that would likely make for a slower experience and a fatter client.
