Start a new character on the same account. Enable Passive SP on him for 1 second and then enable Passive on your main guy. It is a minor bug that sometimes when you apply booster, it doesn't recognize it immediately.

Hard to say. You pretty much need to use Powergrid Modules which lowers the Tank of the Madrugar more than it does the Gunnlogi. Gunnlogi takes less damage to AV grenades (which are pretty much the best AV weapon at the moment) and Swarm Launchers...
