One thing that does need to be done, its classed as a sidearm, so lock it to the sidearm slot so the spammers cannot carry to of them and rely so much on splash damage

Heh only time I run proto is PC battles, why risk something that expensive in pubs? I have lost count how many proto's I have merked with ADV level weapons the better gear helps but so does thinking tacticaly, using cover and working in your squad...
