Caldari suits, mostly calassaults, calmandos, and calsents, should get a bonus of -20% to -25% to sheild recharge delay and depleted recharge relay. General discussions post about it has much more detail and a discussion.

After hearing all of your responses, even Cat mercs lol,I believe the extender should remain, but Caldari suits, mostly calassaults, calmandos, and calsents, should get a bonus of -20% to -25% to sheild recharge delay and depleted recharge relay.
