Minmatar for versatility You only need advanced to have two high and low slots. Amarr needs proto and caldari/gallente have only 1 in low/high slots for their entire line. On top of that, having 3 highs at proto and being the fastest sentinel it...

Amarr scout can get over 100 stamina with mods. If that's not amazing I don't know what is. You could literally sprint around the entire map maybe without even having to stop sprinting. If only you could do this at 20 m/s
