I was under the impression that they still haven't returned the kick to pre-nerf level in exchange for the longer charge time. AND it appears that firing in ADS for more than 5 seconds induces kick similar to that of hipfire. WTF?

IMO, the properly fitted suits would be better than most STD suits and worse than most ADV suits. If CCP wanted to make them weaker than STD suits and better than militia, oh well.
