Nope passive doesn't affect your active pool. Yes during downtime on wednesday the cap is reset, you may have hit your cap before activating the booster

I put out a small update today, adding a time limited Leaderboard. and time limiting the Front page. So as a note if you want to stay at the top of the leaderboards, keep yourself up to date.

From what I understand there will not be keys as such, but athorized programs. as to the current state of crest, during the next few weeks the public side of Crest is getting it's first test with tournament data streamed thru crest live.

At this time the Alliance systems have not be enabled in Dust. So yes, you need to have an EVE CEO to have your corp to join an alliance. if the future this will change, but at this time no.
