I had a guy run up on my blasting with a smg today and I unloaded a half clip or so from a dovall on him dead on and nothing happened to either of us. I moved to a better position and he started weaving but still no damage. I could see his shields...

Honestly, at this exact moment my feelings are very bittersweet about this game. As an FPS it is going to be a good, solid shooter but I'm afraid it is going to be like EVE...a niche game. I think most of the people playing the game don't play EVE...

The hit detection has been an issue since day 1 and no one thinks it's OK. They've been improving it with every build. The lag is going to be an issue due to the server. Singularity probably was never intended to handle this many players at once...

Go to the skills menu, hit R2, go down to mobility, hit x and select "Use Skillbook". Then it'll show up lvl 0 on your main skills screen. Some skills ask you if you want to use them when you purchase them, some don't. I'm sure they're gonna work ...
