It lowers your rate of fire as in the RPM. For example, your gun shoots at 100 shots per minute. With the 3% "reduction", your gun will now be shooting at 103 shots per minute. Not the best wording. Cheers

You're right, I think it would have better to experience some of these things more gradually. There's a lot of confusion over what is fixed hit detection and what is aim assist.
