I think it has already been fixed as the whole problem was just passive skills not applying. So now if you spawn and see your full health on, that means all your passives are working.

Assault- Plasma Rifle Tactical- Scrambler Rifle Breach- Rail Rifle Burst- Combat Rifle You wouldn't have a burst CR because it is the burst variant, just like you wouldn't get a Tactical Scrambler Rifle.

At first it was harder to use for me, but then I constantly racked up 15 plus kills with it. Feels awesome to be a threat to both vehicles and infantry, I just loved charging into a tank with it, especially rail tanks.
