The ScP overheat is a bad idea. Its balanced as is. Why change it? I can somewhat agree with the AScR overheat though, but I think it should over heat when you magdump it, but Amarr Assault will allow it to function as it does now.

Reload speed, accuracy, and magazine size all increase DPS, in the same way that a heat reduction bonus does. They all allow you to put more rounds on the enemy.
