^^^ yes, dropships are often a snipers best friend, they can take you virtually anywhere.....I recommend using just a militia dropship....that way if it gets shot down ur only out 60k isk

^^^ also I just got charge snipers and I found the transition almost un-noticeable.....not sure if that's cause I used tactical snipers or not but the TSR does help teach you to "pick" your targets and conserve ammo...if your not into conserving a...

If you are sniping and have tough time hitting a target, try using the tactical sniper rifle as it has a faster ROF, when I started sniping I did this and it helped allot, also, try getting into a high position
