I suspect it is due to lag, the war barges especially are laggy as of the newest hotfix. My conspiracy theory is they were tinkering with trying to get actual SKINS in the war barge.

Ever since the new hotfix there has been an increased amount of lag. It has even seeped into the war barge, You can see mercs rubberbanding and the timer jump back up.
