I know its slightly odd but if im in this scenario I tend to slide my index finger down to X, middle finger up to R1 and it seems to work fine once you get used to it. Not ideal but it works.

They might be useless but Shield Regulators should be in the High Slot - I mean, them being in the low-slots is like Armor Repairers being in the High Slots. That being said it could be just to avoid stacking shield modules but meh CCP logic.
