Please fix them to where they cannot fire through their cover... its extemely annoying to see the tip of someone's head and a spam of ammo coming at me from through a wall.

No the horizontal axis is not "fine" it is way to sensitive at the moment even at the slowest settings. Last build mouse and keyboard sensitivity seemed to be set very well.

I'd describe it more as severe lag on the 5 point skirmish map as the lady who tells you about points getting taken cannot even complete her sentences. but yea I leave that map when it pops.. I can't shoot anyone with my shotgun the lag is so bad.
