We'll it shares the same rate of fire as the TAR but does not have the damage. It also has less ammo than the TAR. I am not sure why you wouldn't just use the TAR instead.

Packed AV does more damage but you have to throw it closer to the vehicle. Shorter track distance. The Sleek does less damage but you can be less accurate in your shot with It. Also tracks from a longer distance.
