Balance armor and shields and maybe everyone won't armor tank. If everyone doesn't armor tank then you'll have people to kill outside of the Minmatar. The problem isn't entirely with the gun.

It needs a bit of a damage increase and a splash radius buff. Nothing too crazy. I think they fixed the hit detection a little bit because it's slightly more viable now but it still does pitiful damage and it is easily dodged.

Also, nobody shield tanks. The combat rifle will always be better no matter what as long as the majority of people armor tank. AR's are a little UP and need something but it's also not them sucking entirely. Almost everyone is fit to resist an AR.
